PRETORIA, Monday 11 May 2026 — President Cyril Ramaphosa said he would not resign following the Constitutional Court ruling that revived Parliament’s Section 89 process concerning the Phala Phala matter, and announced that he would seek judicial review of the independent panel’s report.
In an address to the nation from the Union Buildings, Ramaphosa said the Constitutional Court had made no finding on his alleged conduct and had not ordered him to leave office. He said he would challenge the panel report on an expedited basis because he believed it contained legal and factual flaws.
The Constitutional Court’s 8 May judgment ordered that the independent panel report be referred to an impeachment committee unless and until the report is set aside on review.
Opposition parties had renewed calls for Ramaphosa to leave office after the judgment. Ramaphosa said he intended to remain in office while the constitutional and parliamentary processes continued.
