PRETORIA, Sunday 30 August 2026 — Tshwane Executive Mayor Nasiphi Moya has appointed Alderman Molatelo Samuel Mashola as the City’s new MMC for Utility Services, replacing ANC councillor Frans Boshielo in the portfolio.
The appointment was confirmed in a statement issued by the Office of the Executive Mayor on Sunday.
Moya said Mashola would assume responsibility for Utility Services after previously serving as Chief Whip of Council.
“Ald. Mashola replaces Cllr Frans Boshielo, who has served as MMC for Utility Services,” Moya said in the statement.
The mayor did not give a reason for Boshielo’s replacement.
Boshielo had held the Utility Services portfolio in Moya’s Mayoral Committee and was responsible for areas including electricity and water services. The City had continued to publicly identify him as the utilities MMC during service-delivery interventions earlier in August.
Mashola is an ANC ward councillor and has served as Tshwane’s Chief Whip of Council. The City’s councillor records list him as the Ward 7 councillor and an alderman.
Moya said Mashola’s experience in Council and understanding of the municipality would be relevant to the utilities portfolio, which includes key basic services such as water, sanitation and electricity.
The change represents an adjustment to the Mayoral Committee formed after Moya took office in October 2024. Boshielo was originally appointed to Utility Services as part of that executive, alongside other representatives from parties participating in the Tshwane administration.
The City had not indicated in the statement who would replace Mashola as Chief Whip of Council.
